How do Vampires and Werewolves work on here? Are they born into that race, or do they start as human/elf/whatever and get turned? Because some use an "always like this" way, and others a "have to be turned/made" like this thing, so I, for one, am getting confused.

Either, or. Vampires can breed with each other to make more, or they can infect those that they bite and turn them. Same with werewolves.

so a fairy could be turned into a vampire and thus live forever? also, would said fairy keep their wings?

A Fairy could be turned but they would lose their wings because they'd become full vampire. They'd loose all fairy characteristics other than their size. No more magic or wings.

Vampire and Werewolf genetics are dominate. If another race is bitten by one, they lose the characteristics of their old life and gain the new one. If an Elf and a Wolf were to have a child, it would be fully Werewolf. When Vampires and Wolves bite eachother the effects are negated and the bite is just that, a bite.

so both are transmitted by bite alone, thus a vampire would have to cut them and drain a bit of their blood to drink from someone without changing them?

Vampire requires blood transfusion between the Vampire and the Victim. Draining them to the point of near death then allowing them to drink their own blood. A Wolf's bite is infectious by simply the bite alone. No need for blood swapping.

I think though for a werewolf bite to change someone they need to be in their werewolf form that way when a werewolf is just a human they are pretty safe.

That one bounces around and I think could be left to Pandora, but I would definitely side with you there. Most stories you will find they need to be in either wolf or War Form to turn someone.

Makes it harder to randomly turn someone, like the having to exchange blood as a vampire thing.

Keeps the population down, if a vampire was turning someone left right and center then there will be a shortage of food.

On that note, in some cases you will find that a Vampire needs approval from some sort of authority figure to even sire a new blood into their world. Though I think playing it that way here would get annoying for Fabian if he got requests all the time haha.
